LTMS Portal: Login, Register, Errors and Fixes

LTMS (Land Transportation Management System) is the LTO's online portal at portal.lto.gov.ph. You use it to create an LTO online account, link your driver's license or vehicle, book appointments, take required online courses and pay some fees. An account is free. You need a working email address and, for most services, your LTO Client ID or license number.

Before you start

A personal email address you can open right now.
Your own mobile number.
Your driver's license or student permit, if you have one. The license number is printed on the card.
A phone or computer with an updated browser. The portal works best on a computer.
Your own details only. Never create or open an account for someone else, and never give your password to a fixer.

If it does not work

Error messages and problems, and what to do.

Frequently asked questions

Is the LTMS portal free?

Yes. Creating an LTMS account is free. You pay only the LTO fees for the service you apply for, such as a license renewal.

What is my LTO Client ID?

It is your personal number in the LTO system. You may see it after you create an account or link your license. Keep it private.

Can I renew my driver's license fully online?

Partly. You can do the online course, exam and payment in LTMS, but you may still need to go to an LTO office for the photo and card.

Can I use LTMS on my phone?

Yes, the portal opens in a mobile browser. Some pages are easier on a computer. Use the latest version of your browser.

Can someone else make an LTMS account for me?

No. Make your own account with your own email. A fixer who holds your password can see and change your records.

Who do I contact if LTMS still does not work?

Contact LTO through the help channels listed on lto.gov.ph, or ask at the nearest LTO district office.
