LTMS Portal Errors and How to Fix Them
Quick answer
Most LTMS errors come from four things: a wrong email or password, an account that was never activated, license details that do not match LTO records, or a busy portal. Find your error below. Each one has the likely cause and a fix. If a record error remains, only an LTO office can correct it.
Before you start
- Note the exact error text or take a screenshot. Hide your name, license number and Client ID before you show it to anyone.
- Have your driver's license and the email you used to register.
- Never give your password or one-time code to anyone who offers to "fix" your account.
Steps
1. Try this routine first
It fixes many errors.
2. Check the address
it must be https://portal.lto.gov.ph/.
3. Close all LTMS tabs
Open one new tab.
4. Clear your browser cache and cookies, or use a private window
5. Try another browser, or a computer instead of a phone
6. Check our portal status above the page
If LTMS is slow, try early morning or late evening.
7. If the error is about your records, go to step 7
Otherwise try again.
8. Contact LTO through lto.gov.ph or visit an LTO district office with a valid ID
If it does not work

| Fix | Type the email you registered with. Check Caps Lock. If it still fails, reset your password. |
| Cause | You did not click the activation link in the email. |
| Fix | Find the LTO email (check Spam) and click the link. If the link expired, see the next error. |
| Cause | The link is old or was already used. |
| Fix | Use the resend option if shown. Use only the newest email. |
| Cause | An account already uses this email. |
| Fix | Do not make a new account. Reset the password for that email. |
| Cause | Several wrong passwords in a row. |
| Fix | Wait before trying again. Then reset your password. |
| Cause | The license number, name or birth date you typed does not match LTO records. |
| Fix | Copy the details exactly from your card, including dashes. Use your full name as on the license. If still not found, your record may need updating at an LTO office. |
| Cause | Your license is already linked to another LTMS account, maybe one you made before or one a fixer made. |
| Fix | Log in to your old account or reset its password. If you cannot, ask an LTO office to fix the link. |
| Cause | You have two records in the LTO system, often from an old and a new application. |
| Fix | Only LTO can merge records. Bring your license and a valid ID to an LTO office. |
| Cause | License renewal needs the Comprehensive Driver's Education course and exam first. |
| Fix | Finish the CDE modules and exam in LTMS, then start the renewal again. See renew license online. |
| Cause | You were idle too long, or your device clock is wrong. |
| Fix | Set your phone or computer time to automatic. Log in again and finish in one go. |
| Cause | The payment channel has not yet sent the confirmation to LTO. |
| Fix | Wait 24–48 hours. Keep your receipt and reference number. Do not pay twice. See pay online. |
| Cause | The payment was cancelled, timed out or was declined. |
| Fix | Check if money left your account. If not, start a new payment. If it did, wait for the reversal or contact the payment channel with your reference number. |
| Cause | Wrong characters or an old captcha. |
| Fix | Reload the captcha. Turn off browser auto-translate and ad blockers for this site. |
| Cause | The portal is overloaded or under maintenance. |
| Fix | Nothing is wrong on your side. Wait and try off-peak. Check LTO announcements for maintenance. |
| Cause | The record was encoded with errors. |
| Fix | Some contact details can be edited in your profile. Name and birth date changes usually need an LTO office visit with documents. |
Frequently asked questions
Why does LTMS say "No record found" if I have a license?
Your typed details do not match the LTO record exactly. Copy them from the card. Old records may also need updating at an LTO office.
Is LTMS down right now?
Check our status indicator at the top of this page. It shows if the login page is reachable, slow or not responding, with the last check time.
Can I pay someone to fix my LTMS account?
Do not. Only LTO can change your records. Giving your password to a fixer puts your license and payments at risk.
I paid twice by mistake. What do I do?
Keep both receipts. Contact LTO and the payment channel with both reference numbers to ask about a refund.
Does clearing my cache delete my LTMS account?
No. It only removes saved data in your browser. Your account and records stay on the LTO system.
