How to Register on the LTMS Portal
Quick answer
To register on LTMS, open portal.lto.gov.ph, choose to create an account as an individual, fill in your details, and click the link LTO sends to your email. It is free and takes about 10–15 minutes. If you already have a driver's license, enter your license details so LTMS can match your record.
Before you start
- Your own email address, open on your phone or computer.
- Your own mobile number.
- Your full name and birth date exactly as they appear on your license or birth certificate.
- Your driver's license or student permit, if you have one.
- A password you do not use anywhere else.
Do not register for another person. Do not let a fixer register for you.
Steps
1. Go to https://portal.lto.gov.ph/
Check the address bar before typing anything.
2. Click Register or Create an account
3. Choose Individual as the account type
4. Read and accept the terms and data privacy notice
5. Enter your email address and create a password
Follow the password rules shown on screen.
6. Fill in your personal details
name, birth date, sex, civil status, address and mobile number.
7. If asked, enter your license number or say you have no license yet
8. Answer the captcha and submit
9. Open your email
Look for the message from LTO and click the activation link.
10. Log in with your email and password
Check that your details are correct. Note your LTO Client ID if it is shown.
If it does not work

Frequently asked questions
Do I need a driver's license to register on LTMS?
No. You can register without a license. New applicants make an account first, then apply for a student permit.
Can I use one email for two people?
No. Each person needs their own email. One email can hold only one LTMS account.
How long does LTMS registration take?
About 10–15 minutes, plus the time for the activation email to arrive.
Is there a fee to register on LTMS?
No. The account is free. Anyone who charges you to "register" you is not LTO.
I made a mistake in my name. What do I do?
Some details can be edited in your profile. Name or birth date errors usually need an LTO office visit with a valid ID.
