There is no Philippine Embassy in Taiwan. The Manila Economic and Cultural Office (MECO) gives consular services, like passport renewal, from its office in Taipei and extension offices in Taichung and Kaohsiung. Work-related help, like OEC and contract issues, is at the Migrant Workers Office (MWO), formerly POLO. OWWA help is also through the MWO.
