Filipinos in Hong Kong get consular help from the Philippine Consulate General in Hong Kong. There is no embassy in Hong Kong. Labor and welfare help comes from the Migrant Workers Office (MWO, formerly POLO) Hong Kong, which also hosts OWWA officers. Most services need an online appointment.
